U.S. capital gains tax on foreign stock sales…?

I have shares of an Australian pharmaceutical company that I purchased in 2002. The shares have increased significantly in value, and I am ready to sell them. Unfortunately, I am uncertain of the tax consequences.
Would the capital gains be taxed at the long-term tax rate of 15% like a domestic stock? Will the gains be taxed at my regular income rate? Or, is there a special tax for foreign investments? I have searched the Internet and the tax guides at my local bookstore, but I cannot find a definitive answer. Any help would be greatly appreciated.

I have a savings related question that has some tax implications and feel like I have a couple options:
1. Sell off stock and pay capital gains tax now (long term status but significant gain) to contribute to 2 Roth IRAs. This could yield up to 2K in taxes immediately (around 15% + 10% state CA)
2. Sell and contribute to a regular IRA to offset current taxes (though all my IRAs are currently Roth).
3. Just set aside the value of stocks in a non-tax deferred account.
Does one seem obviously better or is it mostly just personal preference?

if i bought a stock today and sold it 3 months from now what would be the captial gains that i would have to pay?
If I sell a stock for a $1000 gain and then sold a different stock for a $2000 loss, will I have to pay tax…?
