I mean banks charge interest at maximum 15% per annum. But some of these guys promise returns of 25% and more! So why do they lose out that 10%? Why not simply borrow as much as is required from the bank?

There are too many other variables at play to answer that question. The short answer is that if the investors believe in the cpaital projects that are being funded by the capital supplied by an IPO then the price will go up. If the stock was priced too high at the offering then it will probably go down regardless of what they are using the funds for.
