That really depends on the source of the estimate really, usually if it is printed in the media they would say whether it was the company projection or if it is analyst projections.
Generally though I think companies usually set earning and sales targets rather than stock prices. So I am guessing the target price you are referring to would be an analyst projection. Though that doesn’t necessarily mean it will be accurate either.
