if it is only 30k that is the easy part,
YOu then need to become a registered investment adviser (yes to trade securities for others you must be)
You need your series 7
You need clients and you will have none without a CFA and MS in finance at a minimum
You need a Multi year track record
You need to convince people with millions you are smarter than them. Is all that you? If so, good luck

Not unless you can find a sponsoring investor which is willing to seed the fund and pay the fees to start it which would only be an option if you have a very good reputation in the industry, have significant experience, and some kind of track record for performance. As the previous poster already noted, that’s the least of the issues, you will need to register with the SEC as a registered investment advisor, you will need to find a fund administrator to strike the NAV, you will need an accounting firm to audit the financial statements, you will need a custodian firm to custody the assets, and you will need a prime brokerage firm to provide you with the necessary accounts to actually place the trades. In general the cost to start a hedge fund ranges from $100,000-$200,000.
