U.S. capital gains tax on foreign stock sales…?

I have shares of an Australian pharmaceutical company that I purchased in 2002. The shares have increased significantly in value, and I am ready to sell them. Unfortunately, I am uncertain of the tax consequences.
Would the capital gains be taxed at the long-term tax rate of 15% like a domestic stock? Will the gains be taxed at my regular income rate? Or, is there a special tax for foreign investments? I have searched the Internet and the tax guides at my local bookstore, but I cannot find a definitive answer. Any help would be greatly appreciated.
What does it mean: “US Federal Reserve buy up debts due to absence of foreign investors.”?

It says: “Kirk said he was the first member of Congress to tour the Bureau of Public Debt, which trades bonds, and was alarmed at how much debt was being bought by the US Federal Reserve due to absence of foreign investors.”
What will happen if the Fed buy up the bonds instead of foreign investors? Why should Kirk be alarmed by it?

“Now let’s say that the Americans own $100 and the British own 100 Pounds. If America buys $5 worth of product from Britain, America would have $95 and Britain would have 105 Pounds. Suddenly Britain becomes wealthier. In theory Britain is approximately 10% wealthier now. (100/95×105=10.52%) So suddenly $1 would be worth around 1 Pound and 10 Pence”
This mean $1 is stronger than £1,therefore isnt America wealthier and not Britain?
