Because those that are producing vast amounts of emissions – power plant / factory owners – are already the elites. They already control the means of production; carbon credits aren’t the barrier to entry in those markets.
The point of cap & trade is to lower emissions and make alternative energy more viable, there isn’t a larger socio-economic objective.
